EFC provided complete construction management for the construction of a 1,200 feet of 36 inch diameter ocean outfall pipe form the Commonwealth Utility Corporation’s Agigan Point Wastewater Treatment Plant. The project was for an horizontal directional drilling (HDD) for a 36 inch diameter line that starts 300 feet inland. The rest of the outfall was under the seabed of over 100 feet deep.
This was the first HDD project in the CNMI and presented many challenges including re-designing of the outfall alignment due to a fault line. EFC provided the re-design while continuing with its original role of construction management.
