The
Garapan Hotel was a proposed first-class resort to be situated in the
Garapan area on the island of Saipan. The site is located along
Beach Road between two existing high rise hotels, the Hafa Adai Beach
Hotel and the Da- Ichi Saipan Beach Hotel. The location of the
project was highly controversial due to its proposed alternative use as
a public park. Also, EFC worked with a Japanese client,
coordinating with overseas consultants and concerned regulatory
agencies.
EFC developed a comprehensive planning and design approach that
included an island-wide analysis of existing park space, and an
extensive Scenic Impact Study that set the standard for future CRMO
analysis of scenic impacts.
The permitted project included a 21-story, 470-room hotel, convention
facilities, beach side park, multi-story internal parking facility and
amenities such as a lobby building, conference center, tennis courts,
pool bar, restaurants, and swimming pools around the building.
The project included extensive landscaping including relocating trees
within the site. This project was designed to be environmentally
sound and t aesthetically pleasing while maintaining an economically
feasible budget.
