The Aqua Resort Club’s proximity to the shoreline required innovative designs to protect the resort as well as the shoreline.  Another challenge of the project was to develop a system for ecologically-safe disposal of reverse osmosis wastewater. Incorporation of an artificial stream into the landscaping provided an aesthetic and creative solution for reverse osmosis wastewater discharge.  The reverse osmosis wastewater flows through the stream and is discharged into a percolation basin.  EFC designed and managed the construction of a revetment which will provide protection for a ten-year storm.

The civil design requirements of the site were multifaceted.  Challenges were presented by the sheer size of the building, the integration of a salt-water lagoon through the property, and deepening the shoreline.  This required close coordination with the Coastal Resources Management Office and the U.S. Army Corps of Engineers.  The design challenges were to provide adequate, but concealed parking, so as not to detract from the tropical environment of the hotel.  The existing landmarks and topography made it difficult to design the project while trying to maintain the land integrity and island environment.  The Hotel Nikko project was the larges hotel to be constructed in the CNMI, and as such, there were many public concerns over the project. EFC responded to public concerns by facilitating the final two public hearings which resulted in a complete turnaround in public opinion and development of a climate of trust.  Prominent land features such as a cave and a 100-year old banyon tree were accommodated in the design.  The parking lot was separated from the hotel, although still accessible.  The beach was dredged to eliminate shallow conditions at low tide and a submerged pump system was incorporated to provide sea water to the man-made inland lagoon.  Close coordination and effective quality control minimized the environmental impact of dredging in the lagoon.

EFC prepared the environmental assessment, CRM permitting, provided civil engineering design and construction management for the 18-storey Taga Tower of the Hafa Adai Beach Hotel.  EFC prepared the design and performed construction management with respect to coordination of work, site inspections, testing of equipment as well as the day-to-day administrative duties relative to the construction.  EFC was tasked with assisting Hafa Adai Beach Hotel with its legal matter when the project had to defend its CRM permit at the CNMI Supreme Court.

DAI-ICHI HOTEL SAIPAN BEACH		Services Provided: •  Environmental Impact Assessment •  Permit Application and Management •  Design Consultation for Wastewater Issues
This large multi-phase project required extensive permitting and creative problem solving for design concerns posed by the south wing, and for management of wastewater disposal. EFC completed all portions of the Environmental Impact Assessment, and provided permit management services.  The preliminary design of the south wing slightly exceeded the height limitation required by the Costal Resources Management Office.  EFC successfully negotiated a settlement which would benefit the entire community:  the hotel management agreed to construct two public tennis courts, a portion of the walkway/bikeway through nearby American Memorial Park, and public restrooms on the adjacent beach.  To minimize the impact of the hotel on the public wastewater system, a holding tank was designed and constructed to retain hotel wastewater so it could be pumped into the public system during off-peak hours.

ROTAL HOTEL, ROTA		Services Provided: • Complete Architectural/Engineering Design • Permit Application • Environmental Impact Assessment • Construction Management
This project involved coordinating between 21 individual owners from Japan.  Each had their own priorities and desires.  In addition, site constraints made addressing storm water runoff and water supply a challenge for the civil engineering. EFC was contracted to provide comprehensive design, permitting and construction management services including: preparation of an Environmental Impact Assessment; CRMO, DEQ, HPO and Building Safety Permits;  complete A/E design; contract administration;  and construction management services.  The facility includes 30 guest rooms, restaurant, administration offices, conference room, swimming pool, and extensive landscaping.  EFC’s design also included the use of energy-efficient fixtures and features installed using conventional construction materials. This challenged the architectural design team to create efficient, attractive design solutions.  These included: large open spaces in the main lobby and guest rooms; high ceilings; special lighting; use of natural light, and incorporation of the natural terrain and landscaping to reduce energy consumption.

SNM Corporation planned to develop a world-class resort consisting of a 210-room hotel and a 18-hole golf course that would be completely self-sufficient in terms of its infrastructure.  The site location dictated environmentally-sensitive planning and creative water system development. To minimize impacts on wildlife, surveys were conducted to determine whether construction would affect native habitat.  Endangered species were spotted in the area.  Consultation was provided to minimize the amount of cleared land.  Site visits were made with the CNMI Dept. of Fish and Wildlife, and the alignment of the gold course was adjusted to areas that had been cleared by previous developments. The wastewater treatment plant was designed to treat the effluent for use a irrigation water for the fold course.  For the first time in the CNMI, an artificial wetland was created to naturally treat wastewater.  The design included lining all ponds with a polyurethane fabric to prevent groundwater contamination.  A water distribution system was developed that is completely independent of the island’s water system.  It consists of 10 production wells and two monitoring wells.  To meet power requirements for the resort, a power plant with a 3MW generating capacity was built on site.

GARAPAN HOTEL		Services Provided: • Environmental Permitting • Architectural & Site Planning Support
The Garapan Hotel was a proposed first-class resort to be situated in the Garapan area on the island of Saipan.  The site is located along Beach Road between two existing high rise hotels, the Hafa Adai Beach Hotel and the Da- Ichi Saipan Beach Hotel.  The location of the project was highly controversial due to its proposed alternative use as a public park.  Also, EFC worked with a Japanese client, coordinating with overseas consultants and concerned regulatory agencies. EFC developed a comprehensive planning and design approach that included an island-wide analysis of existing park space, and an extensive Scenic Impact Study that set the standard for future CRMO analysis of scenic impacts.  The permitted project included a 21-story, 470-room hotel, convention facilities, beach side park, multi-story internal parking facility and amenities such as a lobby building, conference center, tennis courts, pool bar, restaurants, and swimming pools around the building.  The project included extensive landscaping including relocating trees within the site.  This project was designed to be environmentally sound and t aesthetically pleasing while maintaining an economically feasible budget.
